
This is the top grade, suitable sized stones, in more than one layer, little if any sediment. There are plenty of places to hide here for young fish.

Do you not also consider water flow/speed in your assessment? I have found the best parr habitat to be fast flowing water,lots of cobbles with voids underneath.
